Judges

The Judges are part of the government of the Spire Mountains, and one of the groups that serve a High Judge of one of the citadels of the Gnomes. The Judges manage the judicial system and are split between three distinct groups.

At the lowest level are the arbitrators, a series of low-level officials who settle minor disputes and keep the peace. They are considered the local court for the court, and any cases where the decision of an arbitrator is called into question, goes before the magistrate.

One magistrate governs each residential level in one of the citadels, and ensures peace is maintained in conjunction with the Sergeant of the Guard. The magistrate manages all arbitrators in his area, as well as presides over the more high level cases that involve felonies, and supervises most investigations. The magistrate is empowered to seize property, arrest gnomes and enter any warren at any time.

The most high profile cases and anything involving capital crimes are managed by the Court of the Citadel, the supreme court. The highest of the courts is run by three judges who are handpicked by the High Judge and the King of the Gnomoi. These three judges preside over the most difficult cases, and also hand down edicts to the people.
