Council of Clansmen

The Council of Clansmen is a group of Nylgai Hadirnoe that is comprised of the leaders of the various clans. This collection of dwarves advises the High King in governing the kingdom of the OdderRhing, and also expresses the will of the people to it's ruler. Each clan has a number of representatives on the council based on the size of their clan and the taxes they pay.
