First-Maker

First-Maker is the title for the rulers of one of the cities of the Bilo Gnomes, centred around the Bilo Columns. Each colony has one First-Maker, who is the authority on all matters of state affecting the city. The First-Makers are also known as Burghers, and the ten Burghers form a great council, which is in turn headed by the Burgomeister, and they govern all the affairs of the gnomes. The First-Makers frequently contact eachother through the use of Palgantothanyugarbascivashobori, that are sent between the cities.

A First-Maker is elected by the citizens of their town and remain in power until they are challenged. There is no set length of service, and a First-Maker could theoretically remain in their role for life. The First-Makers are served by a town council, comprised of Aldermen.
