Frode Nilsson and his cell of Legion scouts used overly cruel methods on the peoples of Icereach and killed two people that were innocent of any crime. This incident hurt the Legion of Steel reputation among the Icefolk. The High Elder of the Legion clarified the Legacy that the greater good required that the people trust the Legion.
